Specialist HMO Management & Compliance Support
A House in Multiple Occupation (HMO) is generally a property occupied by people who form more than one household and share facilities such as a kitchen, bathroom or toilet. HMOs are subject to additional management, safety and regulatory requirements, and in Gwynedd many HMOs also require a specific HMO licence from Cyngor Gwynedd. At My Place Properties, we understand that managing an HMO can be considerably more involved than managing a conventional residential property. We can support landlords through the licensing process and provide ongoing specialist management of the property.
HMO or Licensed HMO – What’s the Difference?
Not every HMO falls into the same licensing category.
Mandatory HMO Licensing
Cyngor Gwynedd currently states that mandatory licensing applies to HMOs which:
- Have 3 or more storeys
- Are occupied by 5 or more people
- Those occupants form 2 or more households
Additional HMO Licensing
Gwynedd also operates Additional HMO Licensing, which extends licensing requirements to other HMOs that do not fall within the mandatory licensing category.
This means that a smaller property can still be an HMO and may still require a licence.
We can help establish which requirements apply to your individual property and, where appropriate, liaise with Cyngor Gwynedd on your behalf.
- Conduct a thorough market analysis to determine competitive rental pricing based on location, property type, and current market conditions.
- Create a comprehensive marketing strategy, including professional photography, property descriptions, and listings on our rental platforms, to effectively market the property to prospective contract-holders.
HMO Licence Fees & Applications
HMO licensing is administered by Cyngor Gwynedd and licence application fees are payable directly to the Council. The Council currently publishes a charge of £160 per unit of accommodation, plus a £50 application processing fee for both Mandatory and Additional HMO licence applications.
These Council charges are separate from My Place Properties’ fees.
Where a landlord would like us to manage the application process, My Place Properties can complete and submit the relevant HMO licensing paperwork and coordinate the application on the landlord’s behalf. An additional administration fee is payable to us for this service.
Any Council licensing fees, certificates, specialist reports, contractor charges or works required at the property remain separate and will be discussed with the landlord.
Working With Cyngor Gwynedd
Every HMO is different.
Where required, we will liaise with Cyngor Gwynedd and arrange a site visit to the property to help establish the requirements applicable to the particular building.
We can work with the Council, our landlord and appropriate specialist contractors to coordinate any works or measures identified.
These may include requirements relating to:
- Fire alarm and detection systems
- Fire alarm control panels
- Smoke and heat detectors
- Fire doors and self-closing devices
- Emergency lighting
- Escape routes and fire separation
- Room sizes and occupancy levels
- Kitchen and bathroom facilities
- Electrical and gas safety
- Property condition and maintenance
- Communal areas
- Waste and refuse arrangements
Fire Safety & Ongoing Testing
Fire safety requirements for an HMO can be significantly more extensive than those for a standard residential property and will depend upon the property, its layout, occupancy, licence conditions and fire risk assessment.
Some HMOs may require a Grade A fire alarm system with a dedicated fire alarm control panel, together with other fire precautions.
Where applicable, we can coordinate the required routine testing and professional servicing, including six-monthly servicing of Grade A fire alarm systems and appropriate periodic or annual testing and servicing of other fire safety equipment.
We maintain records of inspections, testing and certification as part of the property’s management records.
Regular HMO Inspections
HMOs require more active ongoing management.
Current Rent Smart Wales licence conditions applying to new or renewed licences granted since 1 September 2025 require HMOs to be inspected every six months, including HMOs occupied under a single occupation contract.
Our management service can coordinate these inspections and maintain the appropriate records while monitoring the condition, occupancy and management of the property.
Our HMO Management Service
Depending upon the individual property and the service agreed with the landlord, we can assist with:
- HMO licence applications and renewals
- Liaison with Cyngor Gwynedd
- Arranging Council site visits where required
- Six-monthly HMO inspections
- Fire safety management
- Fire alarm and fire panel servicing
- Emergency lighting testing and servicing
- Fire risk assessment coordination
- EICR and electrical safety requirements
- Gas safety requirements
- Contractor management
- Maintenance and repairs
- Communal area monitoring
- Compliance documentation and record keeping
- Occupation contracts and tenant management
- Rent collection and arrears management
- Ongoing monitoring of licence conditions
Different Property. Different Requirements.
There is no one-size-fits-all approach to HMO management.
Requirements can differ according to the number of occupants, households, property layout, number of storeys, facilities, type of HMO licence, fire risk assessment and conditions imposed by the Local Authority.
That’s why we assess each HMO individually and, where necessary, work directly with Cyngor Gwynedd and specialist contractors to establish what is required.

Whether you already own an HMO, are considering converting a property or are purchasing a property for multiple occupation, speak to My Place Properties before you let. Landlord
Q&A
With over 40 years’ combined experience in the private rented sector, the team at My Place Properties has extensive knowledge of residential lettings and property management in Wales. Over the years, we have helped landlords navigate everything from occupation contracts and property compliance to deposits, rent collection and the day-to-day management of their properties.
Below are answers to some of the questions we are most frequently asked by landlords.
Landlords in Wales have a number of legal and regulatory responsibilities.
All applicable privately rented properties and their landlords must be registered with Rent Smart Wales. If you carry out letting or property management activities yourself, you will generally also need the appropriate Rent Smart Wales licence. Landlords who appoint a licensed agent to undertake these activities on their behalf may not require their own licence.
Landlords must also comply with the Renting Homes (Wales) Act 2016 and other applicable legislation, including requirements relating to occupation contracts, property condition and fitness for human habitation, electrical and gas safety where applicable, smoke and carbon monoxide alarms, Energy Performance Certificates and deposit protection.
Our Full Property Management Service is designed to help landlords manage these ongoing requirements.
Where a deposit is taken in connection with an occupation contract, it must be protected in an authorised tenancy deposit protection scheme within the required timeframe.
The contract-holder must also be provided with the prescribed information relating to the deposit and the scheme protecting it.
Failure to comply with deposit protection requirements can have significant consequences for a landlord, including restrictions on obtaining possession of the property.
As part of our Full Property Management Service, we can manage the deposit protection process on the landlord’s behalf.
Yes. If your property is subject to a mortgage, you should check the terms of your mortgage and inform your lender that you intend to let the property where required.
Some mortgage products may require the lender’s consent before the property can be rented. Landlords should contact their mortgage provider directly to ensure that they comply with the conditions of their mortgage.
Yes, but landlords must follow the correct legal procedure.
The notice and possession process will depend on the type of occupation contract, the reason possession is being sought and the individual circumstances.
For example, where a landlord seeks possession under the no-fault procedure for a periodic standard occupation contract, a minimum of six months’ notice will generally be required. There are also a number of statutory requirements that must be satisfied before a valid notice can be served.
Different procedures and notice periods can apply where there are rent arrears, breaches of contract, anti-social behaviour or other grounds for possession.
We recommend that landlords obtain appropriate advice before serving any notice, as an incorrectly prepared or served notice may be invalid.
My Place Properties can assist landlords with the preparation and service of appropriate notices, subject to our applicable fees.
Landlords should have appropriate specialist landlord insurance in place for their rental property.
Landlord insurance is a mandatory condition of a Rent Smart Wales landlord licence and appropriate cover should be maintained throughout the period in which the property is rented.
The cover required will depend on the property and individual policy, but landlord insurance may include buildings insurance, property owner’s liability and cover for any contents belonging to the landlord. Optional cover may also be available for matters such as loss of rent and legal expenses.
Landlords should discuss their individual requirements with an appropriately authorised insurance provider or broker.
Rental properties in Wales are subject to specific safety requirements under the Renting Homes (Wales) Act 2016 and the Fitness for Human Habitation Regulations.
Working smoke alarms must be provided as required by the regulations, and carbon monoxide alarms are required in rooms containing relevant gas, oil or solid-fuel burning appliances.
Additional or more stringent fire safety requirements may apply to certain properties, including Houses in Multiple Occupation (HMOs).
Landlords should ensure that all applicable fire, electrical and carbon monoxide safety requirements are met before and throughout an occupation contract.
Rent arrears should be addressed promptly and accurate records of all rent due, payments received and communication with the contract-holder should be maintained.
The appropriate action will depend on the level and duration of the arrears and the circumstances of the occupation contract. This may include contacting the contract-holder, agreeing a suitable repayment arrangement where appropriate or, where necessary, commencing the appropriate statutory possession procedure.
Landlords should not attempt to remove a contract-holder from a property without following the correct legal process.
My Place Properties can assist with rent arrears through our Full Property Management and Tenant Rescue services.
